In human institutions, good intentions are limited by:

In AI systems, these constraints are absent.

Good intentions can be:

  • globally deployed

At scale, benevolence becomes automation.

Large-scale harm rarely begins with explicit malice.

It begins with:

Most AI safety frameworks ask:

“How do we ensure systems act with good intentions?”

The correct governance question is:

“How do we prevent good intentions from acting without authority?”

Intent is not a safeguard. It is a force multiplier.

Ethics that regulate only motivation leave authority ungoverned.
